The local city of goverment said it had to take urgent measures, including blocking surrounding roads. Police have also temporarily deployed police officers to block roads and maintain order.

About 5000 people were estimated to have been active on beaches and streets in the St Kilda area last night, and large numbers of people poured into the streets.

A 27-year-old man was hit by a tram and two were arrested drunk in a public place. Police received a report of wounding.

Another 27-year-old woman was admitted to hospital for alcohol poisoning and many suffered injuries from barefoot broken glass fragments.

This morning the St Kilda shipwreck and the streets were torn apart. Police officer Jason Kelly said the huge amount of garbage left by the seaside showed a lack of respect for the local community and environment.

It is reported that most of the party participants are British backpackers. It is estimated that the Council will spend hundreds of thousands of dollars to clean up the refuse at the scene.

The state police say they have temporarily deployed police to ensure community safety.

The city of Port Phillip is experimenting with a 24-hour alcohol ban, while nearby coastal bars, cafes and nightclubs make it a popular party site in Melbourne.

The mayor of the city, Bernadene Voss, said the incident confirmed the need for a ban on alcohol.

Police say they will strictly enforce alcohol bans in various districts of the Port Philip City Council over the next 10 days.
