As owners of an apartment building in (Brunswick East), East Brunswick, Melbourne, look out of the window today, a high concrete wall under construction lies in front of them, just a few metres away from its balcony. (Betty Ma, a Chinese woman, was picturesque when she first checked in more than a year ago.

In September 2017, Ms. Ma and her husband moved into the third floor of the (Gamble St) apartment on Gamble Street, the Herald Sun reported. At that time, they could also enjoy the scenery of Brunswick outside the window.

Three months ago, however, the scene was obscured by a concrete wall a few metres away. This wall is part of the East Brunswick Village apartment development.

"the first time I saw them building a wall on our side of the bedroom, it felt terrible." She said.

Clayton (Leanne Clayton), who lives on the two floors of Ms. Ma`s downstairs, can even reach for the wall from her balcony.

Clayton said the cement barrier blocked the reception of cell phone signals, and she can only successfully receive a signal when she is standing by a window.

"if I want to make a phone call, I must stand by this window. My cell phone signal wasn`t bad until they put up this high-rise concrete. "

The Morand Parliament, (Moreland Council), reportedly approved East Brunswick Village`s preliminary plan in 2012, which includes building the wall on the (Property Line) property line. The final revision plan was approved in 2018.

Morand Parliament also approved a building permit for the apartment in April 2014.

When the building was approved, there was no law implementation of the indent (Setback) in accordance with the law. (Phillip Priest) Priest, acting head of the Morand parliament`s urban infrastructure division, said the opportunity did not begin its planning controls until then. "these controls include the indentation of the apartment building from the side and rear of the property boundary."

Ms Ma believes that once the concrete wall is built, her real estate value will shrink significantly. "I don`t think I can sell my apartment. Who would buy it?"
