As many as 3000 people will be allowed to take part in outdoor activities across the New Year's Eve, according to Berry Giklian.
For the 12th day in a row, no cases of local transmission were recorded in the new state, and only five imported cases were found among returning passengers. According to the new rules, anyone travelling to Sydney's CBD area on a New Year's Eve must have a permit or be able to prove that there are cafes, restaurants, hotel reservations.
"I don't want people wandering around the city... Even if you visit friends living in CBD, you need to apply for permission. "The residents of the CBD also need a cross-year night pass, which they can apply for through the New State Service Centre (Service NSW) application, starting on 7 December ," Berridge added.

Outdoor fireworks viewing sites in urban areas will only be open to front-line workers. Others are encouraged to stay at home or in their urban areas as they leave the old for the new year.

What social distance restrictions are untied?
As of November 23, a choir of up to 30 people will be allowed to perform, but anyone singing in the audience must wear a mask.
Within the space providing fixed seats, two square meters are limited to one person. In areas with no fixed seats (such as picnic areas), one person per 4 square meters is required.
The maximum number of outdoor religious ceremonies will be raised from 300 to 500. As of 1 December, the maximum number of persons to be accommodated at the funeral will also increase to 300. Berry giklian said this would be consistent with the number of people allowed to participate in wedding and business activities.
The governor also said she was considering relaxing the two-square-meter limit for indoor parties and increasing the number of family visitors.
Tourism director Ayers (Stuart Ayres) said that under the new public health order, Sydney CBD and its surrounding will set up a restricted area.
The change to the public health order also includes allowing up to 3000 people to meet in outdoor space, allowing city parliament and local government districts to more safely control cross-night activities, the director of health, hazad (Brad Hazzard) said.
