In September, the South Australian Police Force and Planning, Transport and Infrastructure Agency, (DPTI), was charged with maintaining the area.

The Safework SA accuses both departments of failing to comply with their health and safety regulations.

At the South Australia Employment Tribunal today, Frances Nelson, representing the South Australian Police Force and DPTI, said she was instructed to plead guilty on behalf of the police department.

Ms. Nelson said: "For the South Australian Police Force, the Director`s instructions are to plead guilty as soon as possible."

Ms. Nelson said that some of the issues were to be dealt with with the DPTI before Christmas.

The two departments face a fine of 1.5 million yuan.

The case was retried on December 19.
