Amber said the water level at the irrigation point or the allocated tank was too low to be pumped out. They had to drive 50 to 70 kilometers away to get water, or the cows would die of thirst.

But the Guardian said there were concerns that the application process for the subsidy was too complex and that some said the money was "too little and too late".
