When you apply to become an Australian citizen, you pledge to accept and abide by Australian values.
When you apply for any Australian visa, you confirm on your application form that you accept and adhere to Australian values while in Australia.
When you work, study or do business in Australia, you also want others to share the same values.

"I confirm that I have read, or have explained to me, information about Australian society and values provided by the Australian Government.
I understand:

Australian society considers these areas to be important, including respect for the freedom and dignity of the individual, freedom of religion, compliance with the law, parliamentary democracy and the promotion of a spirit of equality between men and women, mutual respect, tolerance and fair competition, Sympathy for the weak and the pursuit of public interest.

Australia values equality of opportunity for individuals, regardless of their race, faith or ethnic background.
