CPPCC member calls on China government to issue 'Foreign Chinese identity Card'

In terms of demand, since China has been interconnecting visas with the United States, Canada and other countries for 10 years, foreign citizens have been greatly facilitated to visit China. However, while the 10-year visa facilitates the entry and exit of foreign citizens into and out of China, it is not enough for foreign Chinese to be relaxed in terms of immigration policy. In recent years, for practical reasons, more and more foreign Chinese need to stay in China for a long time. For example, businessmen who invest in China need to take care of their business for a long time. In addition, most of the Chinese who have acquired foreign citizenship still have parents and relatives who remain in China and return to China to take care of their elderly parents, which is also the demand of many foreign Chinese. At the same time, under the background of the fierce competition in the world, China must attract talents from all over the world in order to improve the productivity, the level of science and technology, and the competitiveness of the whole economy. It is a powerful measure to attract talents from the initial stage of attracting foreign investment to the present competition of technology and talent, and from the system of China to the convenience of overseas high-quality talents and to the provision of more convenience and logistical support. Foreign Chinese travel to and from China and most of them will encounter problems or obstacles in one way or another. Certificate handling, immigration inspection, home travel after return, and various social treatment, there are many problems that need to be properly resolved. Under these conditions, it is imperative for China to reform the return visa and residence system of overseas Chinese, and the issue of "overseas Chinese identity card" should be carried out as soon as possible.

In respect of successful precedents, China has already set a "Hong Kong, Macao and Taiwan overseas Chinese Certificate" for compatriots in Hong Kong, Macao and Taiwan, so that they can visit relatives and friends on the mainland and invest in doing business. As a large population country, India and China are not only similar in national conditions, but also similar in "overseas Chinese sentiment". India provides an example in the field of treatment of overseas Chinese. Conceptually, India no longer regards overseas Indians as "Non-required Indians)," but "Non-resident Indians);" (non-resident Indians). From the policy point of view, India issues overseas Indian citizenship cards (OCI cards) to overseas native Indians, and can return to India without a visa for life and enjoy basic citizenship treatment. This approach avoids the political risk of dual nationality and brings the benefits of attracting talent and sustaining the overseas Chinese. After India implemented the "OCI card", overseas Indians returned to play in various forms, the effect proved to be very successful.

At home and abroad, the Canadian New China Federation has been committed to the dual nationality policy since 2002. Since the State Office for overseas Chinese and the standing Committee of the National people's Congress on overseas Chinese consider the idea of dual nationality unrealistic, since May 2015, this Council has been committed to promoting the implementation of the "foreign Chinese identity card" policy. I have conducted public opinion polls and summaries, contacted overseas Chinese groups to jointly appeal, and launched a series of detailed and solid work such as the signature of ten thousand people. In this process, hundreds of overseas Chinese groups from all over the world have expressed their support and cooperation by telephone, e-mail, fax and so on, which has made us feel the fervent mood of overseas Chinese and have been greatly encouraged. According to the policy put forward by the "two Sessions", we will be glad to see that the relevant government departments in China will give specific opinions.

Now, our team at home and abroad are vigorously promoting the implementation of the foreign Chinese identity card policy. We are well aware that it will be a long-term, arduous task to translate this proposal into policy-making and implementation. For the sake of the development of the motherland and for the vital interests of our 50 million overseas Chinese, we will continue to work hard, hoping that before the 70th anniversary of the founding of China in 2019, we will be able to do so. Be able to connect 50 million overseas Chinese with the motherland (issuing "foreign Chinese identity card") as a national day gift, in front of the world.
