The residential building in Park Street, South Melbourne, was set up by the Victoria State Housing Commission in 1968. When it was completed, it was the tallest building in the history of Tu'ao. Now, in this 31-story old residential building, drugs are rampant, violence is rampant, litter, excrement and blood are everywhere. Cockroaches, rats walk here. The drug trade, sex crimes, and domestic violence are happening here. Criminals are openly selling drugs in stairways, drug users screaming and waving in corridors, people peeing in elevators, and even dung on corridors and walls. The police are called in every day, but it takes hours to arrive each time.

In this building, abandoned blood syringes can be found everywhere.



Ordinary people are constantly exposed to the harassment of Antisocial people in the building, and may even be piss in the head of take drug.

Constant crime makes a good resident feel like a prisoner, living in prison every day!

Dave, who once lived here, said: "you can ask almost everyone here about the medicine. You can walk in front of them at any time and they'll tell you who can give you drugs in broad daylight. "

Dave also said there were a lot of old Russians living in the building. Because of fear, they never dared to use the public area, only to stay at home.

Eddy, who lives with Dave, also said he had repeatedly tried to remind the Housing Society of these highly antisocial practices, but the responsible parties did not take any action.

Dave said he had seen a woman beat an old woman to death with a walker, and the reason for hitting someone was to ask for a cigarette.

On another occasion, he saw six policemen chasing a drug-addicted schizophrenic between buildings. The patient's leg was cut off, bleeding, and the stairwell was full of blood and pepper spray!


Dave and Eddy said they installed cameras in the building to protect themselves, but the thieves did whatever they wanted.

While a resident was on vacation, many invaded his house, opened his garage and sold everything he could sell.

Besides, fire is another problem.

In 2015, there was a huge fire on the 29th floor because of garbage stacking!

In the years they lived, there were several fires in the building, Eddy said.

And a few days ago, there was another major case in the building.

Many people were stabbed with bottles and a large number of police and paramedics were told to arrive in the building.

The elevators and the 15-story floor were covered with blood and the windows were smashed.

When asked by the media about the Department of Human Health Services in Victoria, a spokesman said there was no such antisocial in their community.
