He proposed that article 9 of the nationality Law be amended: if a Chinese citizen does not apply for renunciation of Chinese nationality after he acquires foreign nationality, then China only recognizes the citizen`s Chinese nationality and does not recognize his or her foreign nationality.

He believes that when Article 9 of the nationality Law was enacted, our national strength was still weak. But now all over the world, especially in western developed countries, they are competing for talents and resources, and nationality has become an important means to compete for talent resources. It is not in the long-term interest of the country to lose its nationality automatically and to cede talent to other countries.

He also said that it is not possible to equate the acquisition of foreign nationality with unpatriotic, and that many Chinese people who acquire foreign nationality are not indifferent to the motherland; it may be the need for work or other reasons.

As a result, his new proposal hopes to address the issue in a more modest way, allowing Chinese nationals who have acquired foreign nationality to retain it without voluntarily renouncing it.
