According to the Sydney Morning Herald, Xiong Zhong, a wealthy Chinese businessman on the northern coast of Sydney, is currently accused of using the 457 technician visa and the 163 guaranteed business owner visa system to defraud money from dozens of Chinese immigrant applicants. The amount of fraud per person ranged from A $1. 5 to A $ three hundred and ten thousand. The new state police and federal immigration department are now involved in the investigation.

Xiong Chung, 43, also known as Zhong Xiong (Hsiung Chung, falsely described himself as an immigration agency, saying he could help Chinese immigrant applicants obtain visas or even permanent residency. Sometimes bear reports customers who want to emigrate as employees of their own company, obtaining 457 visas for them, or setting up import and export companies for clients so they can get 163 visas or "investment immigrant" visas.

Bear is currently involved in five civil cases involving a total of A $1.3 million, and victims say they will ask for the money to be transferred directly into China`s bank accounts. A wealthy businessman paid A $ eight hundred and sixty five thousand for a 457 visa and applied for permanent residency for 10 relatives and friends, according to an indictment before the New Prefecture District Court (NSW District Court). The wealthy businessman received a bankruptcy order in March, but the custodian couldn`t find the bear or the money involved.

20 to 30 victims have set up a support team in Weibo. They say the bears owe them millions of Australian dollars.

The new state police and federal immigration department are investigating cases in which undocumented immigration agents and visa services use the psychology of large numbers of Chinese migrants to come to Australia to commit fraud. A self-proclaimed fraud victim, Mr. Cheng (Sing,), said he was a good friend with the bear but now owes him A $790000. "in the Chinese community, the business is generally word-of-mouth." If someone says he`s experienced, he can help, he can do a lot of things, then everyone will trust him. "

Fafus Media interviewed five victims, probably embarrassed and fearful, who agreed only to publish their surnames. The victims said they were introduced to bears by friends and business partners who knew bears were successful in getting visas. They were told to advance half the fee and sign a handwritten contract, but the contract proved ineffective.

Another victim, Mr. Zhou, who is in China, said: "the biggest mistake of my life was to believe him wrong. We spent our family savings, borrowed money from our friends and handed it over to him, but he `disappeared`. My life and my whole family have been ruined. "

The victim, Ms. Hu, who wanted permanent residency in Australia and allowed her daughter to attend high school in Sydney, was introduced to the bear. Ms. Hu`s daughter said: "he said my mother could work in a bear company. He said the company would return the money to my mother in the form of wages, and the government would see that he had paid a lot of taxes, and the permanent residency would soon be handed down. " Ms. Hu paid A $150000 in advance, but more than two years later, she saw no sign of a visa.

A former employee confirmed that just after the fraud was exposed, the bear also paid A $ one hundred thousand to Taiwan`s Zhang Rongfa Foundation to fund his daughter`s violin concert at the Sydney Opera House. (Baron Waqa), Nauru`s president, even sat in the front row of the auditorium. In December, his wife sold the villa in (East Killara), East Kilala, for A $2.45 million.

Bear claimed to have acquaintance with former Prime Minister Albert and Kevin Rudd, and decorated his old office on Pitt Street in (Pitt Street) with photos of him with a number of political and cultural figures, such as Kevin Rudd. Ruddock (Phillip Ruddock), Nebula Master, former Minister of Immigration and multiculturalism and Minister of Law, et al. A female victim who had been deceived and threatened to kill himself left the office and moved out of his villa in (East Killara) East Kilala.

Bear has been erratic, the victim and the authorities are difficult to find him. Earlier, (Crown International Enterprises), a company owned by the bear, had not been delivered to the asset liquidator before he disappeared, and (ASIC), the Australian criminal intelligence board, sued him this year at the Shutaland district court, (Sutherland Local Court).

Fafas Media had dialed the bear`s phone, but he said it was "in a meeting." His lawyer also declined to comment.
