EU is about to reopen the border, which country can citizen enter?

EU countries are agreeing to ease immigration restrictions imposed by the new crown. Almost all EU member states have imposed entry restrictions since mid-March to curb the spread of virus.

The EU's extensive immigration restrictions on the new crown will expire at the end of June. At present, the EU has agreed on which countries citizen will be re-entered. The number of new infections in a country and measures to prevent them are the focus of EU consideration when developing a list of admission permits.

EU countries are reaching agreement to ease immigration restrictions imposed by the new crown. Almost all EU member states have imposed entry restrictions since mid-March to curb the spread of virus.

Two weeks ago, the European Commission proposed a gradual opening of borders to non-EU countries starting on 1 July. EU countries now have new rules at the ambassadorial level, and countries that meet their preconditions will be citizen to enter the EU.


Cases, trends and reasonableness of infection

Allegedly, the basic principle of lifting entry restrictions on third countries is that there are at least as few cases of Coronavirus infection in the country as in European Union countries. According to an internal document of the Council of the European Union, based on the results of a sampling on 15 June, an average of 16 new infections per 100,000 EU residents. Coronavirus infections in the EU over the past 14 days are reflected in this test.

In addition, infection trends over the same period, as well as national immunization measures, are important considerations. Judging by the conditions set by the EU, South Koreans and New Zealanders are expected to be allowed to travel to EU countries, while Russia, the United States, Saudi Arab and Brazilians will have to wait patiently.

According to Agence France-Presse, the European Commission has drawn up a preliminary list of 18 countries according to the criteria, and its citizen will soon be able to enter the EU. The list will be updated every two weeks to respond to new infections in a timely manner. How to evaluate the reliability of the data?

The key question is what criteria should be used to assess the reliability of third-country data? Some EU countries are sceptical about whether information from China does reflect actual cases of infection, the new agency reported. But if Beijing allows the EU to enter citizen, the EU may also ease entry restrictions on Chinese.

Diplomats say EU countries still disagree on the basic principles of easing entry restrictions. Some southern European countries, which rely heavily on tourism for survival, advocate a massive lifting of restrictions, while others, such as Denmark, call for the most cautious approach.


There is room for joint decision-making

EU countries and government leader are expected to reach agreement on easing immigration restrictions at weekend meetings. If things go well, a written decision will be made next Monday (29 June).

Regardless of the outcome of the meeting, national government could make their own final decisions. Ireland, for example, has said after the EU's previous decision to limit entry that there will be no full restriction unless there is an emergency.

Spain urged the EU to act in concert. The country government speaker Monteiro (Maria Jesus Montero) said :& quot; to avoid health risks, we hope to reach agreement. If a member country allows citizen from non-EU countries to enter, it is possible for them to move across the EU. quot;&

The German foreign minister, Mas (Heiko Maas), is opposed to a return to self-imposed border closures. But he also told Germany :& quot; if the infection rate in one region of the EU is significantly higher than in another, the possibility of re-closing the border is not ruled out. & quot; Mas stress :& quot; Europe has learned a lot in this crisis. not only through our deficits but also through our strength. We have strengthened coordination to support each other at an unprecedented speed and scale. quot;&
