In the wake of European truck attacks, including in Nice, France, these counter-terrorism measures include the use of water-filled isolation to bring down roads.

David White, director of Katoomba RSL, said the security requirements were "cushioning, but beyond our capabilities."

As a result, RSL decided to cancel marches in the Katoomba,Blackheath,Springwood and Glenbrook areas.

He said early morning prayers and wreath-laying would continue.

There will be a parade at Lawson, which is privately funded.

The four RSL appealed to the state government for transportation relief, or financial aid, but failed.

The Blue Mountain City Hall, which spent 70,000 yuan over the past two years to help the parade, could not continue to provide financial support this year.

On Wednesday night, the assistant director of the New State Police, Denis Clifford, said he was disappointed to hear that the event had been cancelled.

He said he would try to make sure the march continued.

"I understand the concerns about our current environment, but I would like to assure all veterans, their families and the public that we do not know of any specific threat to the Anzac Day march."
