In 2018, Trump vowed to end the "right to birth citizen," where non-American citizen and illegal immigrant children born in the United States automatically acquire American citizen status.

U.S." fertility tourists "usually come from China, Russia and Nigeria, AP reported on Tuesday. There are no official figures on how many children foreign tourists have given birth in the United States. The U.S. Immigration Research Center estimates that about 33000 children are born in the United States every year on a "maternity tour."

The US website Axios said it was unclear how State Department officials could identify a female applicant for pregnancy in practice, but a senior U.S. government official said banning "fertility travel" was an important step.
