According to the Sydney Morning Herald, experts warned that unscrupulous employers had begun to exploit cheaper foreign workers in place of Australian workers after Prime Minister Tam Po goverment cancelled 457 visas for foreign workers.

Category 400 visas are less known than 457 visas. 400 visas are temporary work (short stay technicians) visas (Temporary Work (Short Stay Specialist) Visa).

Under the terms of this visa, the applicant may travel to Australia for short-term, non-continuing, highly professional work and, to a limited extent, to participate in activities or work related to the interests of Australia; The duration of stay is generally not more than three months, and applicants should be outside Australia when visa applications are submitted and approved. 400 visas were officially implemented in 2013 and 55,000 visas were granted in FY2015.

Over the past 10 years, hundreds of workers have been employed through short-term visa categories, including 456, the predecessor of the 400 visa. (Fair Work Ombudsman), a fair job investigator, handled at least 11 visa-related disputes in which Chinese workers cleared Mitsubishi (Mitsubishi) `s car factory in (Adelaide Hills), Adelaide, with an hourly salary of just A $1.90; Filipino metal craftsmen build animal feed processing plants in the new state, earning just A $4.90 an hour, while nine Indonesian carpenters who work in the state are promised bonuses only before they return home.

"there have been many cases of exploitation," said Howe (Joanna Howe), associate professor of law at the University of Adelaide. "this is a true reflection of the potential for abuse of such visas." She points out that workers lack connections, poor English, can be exploited, and they are unaware of the existence of investigators.

"because 400 visas are less transparent," he said, "any unscrupulous employer. A 400 visa is "more convenient" than a 457 visa if you want to use foreign workers who are not unionized and are unlikely to complain.

Fafas Media learned that some 400 visa applications could be approved within 24 hours. Although the goverment requires jobs to be "highly professional", Australian applicants can also meet the requirements for some visa-approved jobs.

Wright (Chris F Wright), a (Business School) lecturer at the University of Sydney, said such visas "only apply to relatively few organizations."
