Logic and economic theory suggest that workers go only to places where there are jobs, and jobs appear only where investors invest.
Job vacancies in Melbourne and Sydney still need to be filled if immigration is limited in one way or another.
This could lead to the migration of migrants from other parts of Australia or New Zealand to both cities, leaving more areas under pressure to supply and demand.
As a result, restrictions on immigration have little effect on reducing population growth in these cities.
But it will deprive the workforce needed in other states and territories, allowing more intelligent and skilled people to move from places such as Adelaide and Perth to Melbourne and Sydney.
It can be concluded that the 15000 permanent skilled immigrants planned for Sydney and Melbourne in 2019-2020 will not have an impact on traffic.
Instead, too few migrants make it harder to build the necessary infrastructure, making congestion worse.
Immigrants contribute a lot to Australia
In addition, immigrants have made a significant economic contribution to Australia in recent years. First, immigration has been a major source of labour growth in Australia in recent years.

So, for at least the next decade, immigration cuts will not be a wise choice.
