Zhu Zhenfu, member of the CPPCC National Committee and vice president of the all-China Bar Association, put forward proposals this year to amend Article 9 of the nationality Law according to the current social situation. If a Chinese citizen acquires foreign nationality, If China does not apply for renunciation of Chinese nationality, China only recognizes the citizen`s Chinese nationality and does not recognize his or her foreign nationality.

Article 9 of the nationality Law stipulates that a Chinese citizen who has settled in a foreign country shall automatically lose Chinese nationality if he voluntarily joins or acquires foreign nationality.

Zhu Zhenfu, a member of the National Committee of the Chinese people`s political Consultative Conference (CPPCC), said: "it is not possible to equate the acquisition of foreign nationality with unpatriotic citizenship, and many Chinese people who acquire foreign nationality are not without feelings for the motherland. It may be the need for work or other reasons."

Zhu Zhenfu told Beiqing Daily that when this law was enacted, our national strength was still relatively weak, and now the situation is different. All over the world, especially in the western developed countries, they are competing for talents and resources. Nationality has become an important means to compete for talent resources. It is not in the long-term interest of the country to lose nationality automatically and give up talents to others.

In addition, changes to this provision would also allow the State to retain jurisdiction over citizens in the administration of justice and taxation.

Although China`s status in the world is constantly improving, there are still many Chinese who choose to acquire foreign nationality, such as Canadian nationality and American nationality, and there are many stars, rich people and some scientists. There are, of course, many more families that have children abroad, just to give them a foreign nationality.

However, for a long time, China has not recognized the dual nationality of its citizens, so although a child born overseas has in fact dual nationality, it is not possible to apply for a Chinese passport for him when he returns to China. And after reaching the age of 18, one party`s nationality must be chosen and the other`s nationality renounced. And the Chinese who have acquired foreign nationality, not to mention, will automatically lose Chinese citizenship.

For these Chinese citizens who have voluntarily joined or acquired foreign nationality, many netizens think that this is an unpatriotic expression. Is acquiring foreign nationality tantamount to being unpatriotic?.

In the case of overseas children, families who initially chose to have children abroad, either to avoid domestic fertility policies and avoid excessive fines, or to avoid the military service policy that should be borne; Or for the sake of the emigration of the whole family, none of them is unpatriotic in any case.

Since then, China has fully opened up its two-child policy at the beginning of 16 years, but there are still more Chinese families choosing to have children overseas, and the choice of overseas children is no longer just Los Angeles, the visa-free Saipan Island. Canada, which also has birth citizenship, is considered by mothers, and today`s Chinese families are more likely to choose to have children abroad for the future of their children.

Choose to have foreign babies born in countries where citizenship is exercised, such as the United States, Canada, and, according to the Chinese nationality Act, as long as at least one of the parents is a Chinese citizen and has not settled overseas. Then the foreign-born child still has Chinese nationality, then the future baby has a more choice.

With regard to the dual nationality of a Chinese citizen, some people have also proposed to amend Article 9 of the nationality Law. If a Chinese citizen does not apply for renunciation of Chinese nationality on his own initiative after acquiring foreign nationality, then China will only recognize that citizen`s Chinese nationality. His or her foreign nationality shall not be recognized.

That is to say, if it is not for a Chinese citizen to give up his or her own Chinese nationality, then even if he has acquired foreign nationality, China will still recognize the Chinese nationality of its citizens. So will the children born abroad have no need to give up one`s nationality in the future?

Now, this proposal is only a proposal, but it may soon be a reality, then Chinese citizens have dual nationality will no longer be just extravagant hopes!
