As a former immigrant, minister, Morrison said he was "very aware" that immigrants with permanent residence visas can "live anywhere they want."

Earlier this year, the Daily Telegraph revealed that the Ministry of the Interior was in the process of introducing new visa rules to prevent migrants who promised to live in the countryside from arriving directly in the big cities.

The government is believed to be considering a new requirement to force migrants to spend five years in rural areas before moving to cities, but such a plan would need to overcome constitutional concerns about freedom of movement across borders.
