More and more Chinese stay overseas for a long time

In the past, the majority of Chinese citizens abroad were mainly overseas Chinese, that is, those who lived abroad for a long time or even settled, and the passport work of Chinese embassies and consulates abroad was also mainly for overseas Chinese. However, in the past 40 years of reform and opening-up, exchanges between Chinese and foreign personnel have become increasingly frequent, and Chinese passports have become more and more "gold-bearing." in addition to overseas Chinese, more and more Chinese have gone abroad to do business, study abroad, visit relatives, and visit, and so on. Although they do not settle abroad, they also need to stay abroad for a longer time. Based on this, China will make this major adjustment to the passport policy of overseas Chinese citizens.


Expanding the scope of acceptance of passport applications

Before the adjustment, Chinese citizens who already have passports must, in principle, stay abroad for a long time if they change their passports overseas.

After adjustment, overseas Chinese citizens will no longer be required to settle overseas. This means that, in addition to cases where laws and regulations cannot be clearly issued, such as Chinese citizens who travel abroad for a short period of time, overseas Chinese citizens may obtain new passports if their passports expire and visa pages are about to run out.


Relaxation of application material requirements

The system of declaration of nationality status of passport applicants has been introduced, and the requirements of application materials have been relaxed to ensure that applicants do not issue certificates from third-party organizations.

Before adjustment, when applying for a passport from a foreign embassy or consulate, you must provide a valid local residence certificate or visa, and sometimes you need to go to a local third-party agency to issue documents to prove your nationality.

After adjustment, the system of declaration of nationality status has been introduced, that is, the passport applicant has made a declaration on his nationality status, and he has been responsible for the contents of the declaration, and has assumed legal responsibility for the contents of the declaration. It will be easier to prepare materials, with the option of providing local medical cards, social security cards and bank statements, in addition to valid local residence certificates or visas. Water, electricity and gas bills are either to prove that the applicant is not in a position to apply for a passport overseas. Applicants for these materials use whatever they have at hand, and no longer need to go to a third institution to issue a certificate.


Making two adjustments to the minor's Certificate

After adjustment, only one legal guardian is required to approve the registration of minors.

In accordance with relevant Chinese laws and regulations, minors must have legal guardians present to consent when applying for passports. Before adjustment, both parents are required to be present at the same time. However, with the development of the times, the mobility of personnel increased, the pace of work accelerated, both parents are more and more difficult to attend at the same time. For example, it is difficult for a mother to take her child to school overseas and a father at home, in which case it is difficult for both parents to be present at the same time.

After adjustment, minors apply for passports and travel permits from all embassies and consulates abroad. Only one legal guardian (parent / mother / other legal guardian) is required to be present and issue a consenting opinion. Passport is a necessary travel document for every overseas Chinese citizen. With this adjustment, it will be more convenient for minors to apply for passports overseas.

Before the adjustment, due to various countries, diplomatic missions and consulates abroad when accepting the application for a minor travel permit, the request for information is not always the same. Upgrade of passport reservation system for overseas Chinese citizens
