After the 14th successful leave of absence from prison, he ran to the square and raised his knife and gun to the crowd

On May 29, a serious shoot case took place in the eastern Belgian city of Liege.

The shoot case took place near a coffee shop in downtown square, where citizens and police were patrolling.

Around 10:30 local time, a man dressed in black and carrying a backpack appeared near the square, looking like an ordinary passer-by.

The next second, however, the passer-by turned into killer in a twinkling of an eye. The man shouted, "Allahu Akbar!" by chopping two female patrolmen from behind with a knife prepared in advance, and then taking away their wearing guns, shoot and shooting two patrolmen.

Then he ran to a nearby high school, and in a parking lot outside the high school, shoot shot a civilian in the car again.

So far, he did not stop, he fled to high school, but also kidnapped a school cleaning women hostage.

But then, in a stand-off with the police, the rampant suspect was shot dead, killing an ordinary citizen and two patrolmen throughout the case and wounding four police officers in the shootout.

The three victims in the shoot case were two female police officers,: Soraya Belkacemi and Lucile Garcia., respectively.

Cyril Vangriecken, a 22-year-old intern teacher, was sitting in the car with his mother as Cyril's mother watched his son be shot dead in front of her own eyes.

The next day, early in the morning on the 30th, two female police colleagues and some spontaneous crowds came to the square in the heart of Liege City to observe silence for the three victims.


As if it were an ordinary shoot case, the killer was killed at the scene, and those who died were buried and commemorated. However, the case has continued to ferment these two days. Who is the suspect who died? What's the purpose?

Belgian police also immediately opened an investigation into the shoot case.

As expected, the suspect was inextricably linked to extremist groups.

And with a deeper investigation, the police found that the shoot case was far more simple than a "terrorist attack" and exposed some of the more worrisome institutional problems.

If it had not been for these "strange" systems, perhaps the shoot case would not have happened, nor would the poor policewoman and the young trainee teacher have died.

What kind of "strange" system indirectly caused the shoot case? Let's start with the dead suspect.

The suspect who was shot dead on the spot was named Benjamin Herman, 31 years old. He has a criminal record, but has not committed particularly serious crimes, mostly petty theft, damage to public property, provocations, and the sale of a small amount of drug.

However, as a result of repeated teachings, many crimes, Benjamin naturally became a "regular" of the prison, and in 2003 into prison for a long time, until 2020 until the end of the sentence.

The question is, how can criminals, who have been serving their sentences in prison, appear in the downtown area in broad daylight when they leave the prison? And even created the heinous shoot case? Maybe, jailbreak?

However, this is not a planned escape, Benjamin left the prison was approved by prison officials.

Because in Belgium's prison system there is a rather strange system: prisoners other than felons can take time off from work.

The Belgian Prisons Act provides that offenders may take leave of absence by simply applying to the warden, who then applies to the warden, and after approval by the Minister of Justice, a successful leave.

The system is said to allow prisoners to stay in touch with the outside world as far as possible and to reintegrate into society more quickly after their release from prison.

Although Benjamin committed several crimes, his application for leave of absence was largely approved because the severity of each crime was not very serious.

Since 2003, Benjamin has successfully taken 13 days off on the grounds of "preparing for better reintegration."

He showed good manners during the 13 holidays. On the 28th of this month, Benjamin took his 14th leave of absence and was granted permission to go out for 48 hours.

He was released at 07:30 on Monday (28th), and on the 29th, the day after the leave, Benjamin created the shoot case, which was first mentioned.

Koen Geens, Belgium's justice minister, regretted that he had approved Benjamin's application for leave of absence the other day.

The minister said he had no doubts at the time and said he believed that Benjamin would be as obedient as he had been on the 14th leave of absence as he had done on 13 previous occasions.

"I think I'm responsible for the blood case on Tuesday." Minister Koen Geens said in a hindsight interview that he was annoyed and remorseful.

Nor can the shoot case be attributed entirely to justice minister Koen Geens, and Belgium's bizarre prison system, "prisoners are allowed to take leave at will".

In addition to the above, the shoot case is indirectly linked to a highly thought-provoking institutional loophole: a "fault of information" between the Belgian national security service and the Belgian police prison. In the aftermath of the investigation, police found the Koran and prayer kneeling blankets in Benjamin's cell.

According to people involved, Benjamin has been converted as long as he is in prison, and has even begun to become some extreme radicalization.

All of this was discovered by the police after the investigation. In other words, they had no prior knowledge of the changes that Benjamin had begun to take to extremes.

However, for Belgium's national security services, the Benjamin has long been their focus.

Belgium's national security services had suspected that Benjamin had been in contact with extremists in prison and had placed him on the national security service's "blacklist" as a key target of surveillance.

Another loophole in Belgian law has to be mentioned: when a prisoner is on the list of suspected extremists under priority surveillance by Belgium's national security services, The news will not reach all police stations and prisons.

The popular term is-the National Security Service: "I'm only on the blacklist that I think is dangerous." Police and prison: "I only catch people who need to be arrested."

The two became two separate non-communicating departments, and the national security services were not obliged to blacklist Benjamin in time to inform the police station that arrested Benjamin and the prison where Benjamin was held.

It was for this reason that a prisoner who had long been blacklisted for national security, the police justice department had no knowledge, and even easily approved his application for leave, resulting in a tragic incident that could have been avoided.

Police Officer Lucile Garcia, 45, was married only a month ago. Police Officer Soraya Belkacemi, 53, has a lovely pair of 13-year-old twins. Cyril Vangriecken, a 22-year-old intern teacher, has just begun to meet her new job. Maybe you can become a real teacher later.

However, their lives have been brutally ended because of the shoot case.

A seemingly simple shoot case has exposed a number of worrisome problems. Do some loose prison security laws need to be revised? Should the relevant departments strengthen their ties and work together to prevent the invasion of terrorist organizations? Whether it's Belgium or Europe as a whole today, the shoot case is sure to ring another alarm.
