American Trump government are tightening rules to prevent China from acquiring American advanced technology, including through civilian commerce, and then turning into military. These measures could create obstacles to Chinese companies buying certain optical materials, radar equipment and semiconductors from the United States.

According to Reuters, U.S. officials agreed on new rules to control high-tech exports to China. According to several sources, the Trump government is tightening rules to prevent china from acquiring advanced u.s. technology, including through civilian commerce, before turning into military.

Senior U.S. officials agreed on three measures at a meeting last Wednesday, but have not yet finalized them. These measures could create obstacles to Chinese companies buying certain optical materials, radar equipment and semiconductors from the United States.

The report said these initiatives are advancing. The U.S. and China relationship are now journalist by the new crown outbreak and mutual expulsion. currently not sure if Trump will approve.

Industry insiders worry that new rules, including removing licensing exceptions, could push chinese consumers into the arms of foreign rivals.

The Washington Trade lawer Eric McClafferty said that "if they start to remove these licensing exceptions for specific exports, they will have a chilling effect ," Eric McClafferty said ," it will make people more afraid to export to China. Both the White House, the Commerce Department and China Washington embassy did not respond to requests for comment.

One modification, according to the source, was the removal of the exemption for civilian products, which allowed for the export of certain U.S. technologies without permission if used for non- military entities and uses, thus easing exports to products such as field programmable logic gate arrays (FPGA) integrated circuits. America will remove this export exemption against Chinese importers and Chinese citizen. FPGA circuits are produced by several enterprises such as Intel (Intel)(INTC.O) and Sailingsi (Xilinx)(XLNX.O).

And speaker Sailingsi said in a statement ," Sailingsi is aware of the proposed tightening of China`s export restrictions and is closely following developments. If/when the U.S. Department of Commerce issued new regulations, we will comply. "

Intel did not comment, reuters said. Another amendment would prevent the chinese military from acquiring certain u.s. products without permission, even for civilian purchases, such as scientific instruments such as digital oscilloscopes, aircraft engines and certain types of computers. The move, if implemented, could prevent shipments to chinese military importers, even though they claim the products will be used in hospitals and other places.

The report said the final amendment would force foreign companies exporting certain U.S. products to China not only to obtain approval from their government, but also to obtain U.S. government permits.
